A Monticello man has been charged in a deadly hit-and-run that killed a former village trustee in Sullivan County, Woodridge police say.

Police say a vehicle driven by Carlos Gutierrez struck Ronald Kates outside of Woodridge Village Hall Wednesday and took off.

Gutierrez was arrested nearly three hours after the incident.

Along with his role in village government, Kates was a former member of the Woodridge Fire Department.

Police say Gutierrez was charged with leaving the scene of a fatal accident.

He was arraigned in Woodridge Village Court and taken to Sullivan County Jail.

Gutierrez is expected back in court on Sept. 9
