A new report claims New York state's prison system is a major factor in the state's billion-dollar overtime spending.

The state comptroller's office found New York paid about $1.3 billion in overtime costs last year.

The biggest draw came from the Department of Corrections and Community Supervision, which spent nearly $450 million on more than 7 million overtime hours.

The report says those numbers are partly due to the department's shrinking workforce.

Gov. Kathy Hochul has responded by lowering age requirements and offering sign-on bonuses to boost recruitment.
