The address had been postponed twice due to the pandemic. He was initially going to give his State of the County address back in April, but it was postponed to Oct. 8. Then, Westchester County Legislator David Tubiolo tested positive for COVID-19, prompting a second postponement to Thursday evening.
The pandemic took center stage, with a death toll reaching about 1,500 county residents.
The $2.1 billion budget was also in the spotlight, as well as the looming budget deficit. That's because at one point, the county projected a $150 million shortfall, but sales taxes and the reopening economy has dropped it closer to a $70 million to $90 million gap
Latimer also highlighted some of the projects his team has been able to do or plans to finish during the pandemic. This includes Memorial Field in Mount Vernon, allowing media production back into Westchester along with funds and programs to help businesses and communities impacted by the pandemic.
Resiliency and unity were both key themes in the speech, and how the county will continue moving forward in an unprecedented time.
