A Sacred Heart University professor is weighing in on the presidential impeachment probe amid the release of a memo by the White House that states President Donald Trump prodded Ukraine's new leader to work with Rudy Giuliani and the U.S. attorney general to investigate Democratic political rival Joe Biden.

President Trump has been accused of misusing his power, asking the Ukraine president to investigate former Vice President Joe Biden and his son. In one part of the conversation President Trump says in part, "Biden went around bragging that he stopped the prosecution so if you can look into it ... it sounds horrible to me."

Dr. Gary Rose, a professor and chair of the department of government at Sacred Heart University, says he doesn't believe the quid pro quo issue is evident in the memo. He says the language used in the memo is not an impeachable offense.

Democrats say putting pressure on foreign governments to investigate a rival in the next election is a national security risk.

President Trump says this is just another witch hunt and that it was a nothing phone call.
