A lawmaker has secured $5 million from New York state to help revitalize Memorial Field, but it comes with a catch.

Rep. Gary Pretlow, who secured the money, says that Mount Vernon Mayor Richard Thomas is forbidden from touching the money and can't call the shots on the project. He also says he wants Westchester County Executive George Latimer to lead the project.

This offer comes amidst the ongoing political and legal battle over the field.

The City Council passed a resolution in June ceding control of renovations to the county.  The council wants to keep it that way after Thomas sent crews in the middle of the night to evict the Kela tennis club from the field.

Latimer has also threatened to sue the mayor for control of the renovation.

Mayor Thomas insists that things are moving along.

Lawyers for the mayor and City Council will be back in court Tuesday as their ongoing court battle over Memorial Field continues.
