A proposal in the state budget could consolidate a Medicaid program many use to hire a home health aide.
There are 700 companies that help recipients with billing and other steps, but the plan would bring that number down to one.
Gov. Kathy Hochul says the change would save the state $500 million per year.
Opponents, however, fear a monopoly.
"It's life-altering for families who have historically had to always fight for choice and independence, and now they're making it even more challenging for individuals to have the basic human right of having choice in their services," says Megan Shergill, of Community Care Home Health Services.
The budget has not yet been finalized as it still has to be voted on.
