Westchester County Executive Andy Spano delivered his annual State of the County address Thursday night, focusing largely on the state of the economy and how it?s impacting county residents.

Spano acknowledged Westchester families and businesses are going through tough times, assuring residents that county government is doing what it can to help. He said Westchester is doing well despite high taxes and unemployment levels.

?The only way there will be real property tax relief for our residents is if Albany declares a moratorium on unfunded mandates,? Spano told the audience. He said tax relief will come if taxes at the city, town and school district level are cut.

The hour-long speech was designed to make residents aware of the many services offered through the county government. Spano says he wants to consolidate resources for purchasing and investments and outlined several new county initiatives.

County Republicans, who are in the minority on the Board of Legislators, say Spano is out of touch and criticize him for not cutting spending.
