Mount Vernon Mayor Richard Thomas is now taking legal action in the battle over cleanup at the once iconic Memorial Field.
Mayor Thomas says his office filed a court petition requesting subpoenas from the city's previous mayor Ernie Davis, as well the comptroller, council members and other former city employees.
He says the city's former administration was involved in under-the-table dealings, specifically in regards to the demolition of the grandstands.
The mayor claims the city paid more than $1 million to Avanti Contracting, but the work was never done.
"There was a contract, a clear obligation to demolish these grandstands. However, they're still standing. Millions of dollars have walked out the door and this place looks like a disaster," says Mayor Thomas.
He filed legal action to get the company to do the work.
Mayor Thomas says his office will be making another announcement in the coming weeks about next steps.
