Westchester developers looking for a gas connection before the looming Con Edison moratorium have until Friday to apply.
Real estate developers like Joe Apicella, of Macquesten Development, say they can't move forward on big projects until Con Edison makes the final approval.
“We're in the middle of one of the greatest building booms in 40 years and now we're being beset with something that you would get out of a third-world country,” he says.

In January, Con Edison announced it would begin a moratorium two months later in March. Since then, the company's received over 1,100 applications for gas connections, according to Con Ed.
Apicella says he applied and is still waiting for a response.

“We as business people that invest hundreds of millions of money in this county have no further information. We're doing our due diligence however, in the interim to get applications in and the hope they'll be grandfathered,” he says.

Con Ed says the moratorium is necessary following increasing natural gas demand and an inability to meet projected future demands.

“They're a huge utility that's a monopoly and the Public Service Commission is supposed to regulate that monopoly,” says Apicella.

The Public Service Commission is conducting its investigation into the moratorium. Findings will be reported in July.
The moratorium is still scheduled to begin on Friday.
