Breen was ahead of Republican challenger Ronald Schutte by just 13 votes on primary day earlier this month.
Breen says Schutte called him to officially concede.
Breen, the Council's minority leader, said he does not have a Democratic opponent in November.
The council's only other Republican, Anthony Merante, is running for the mayor's seat against incumbent Mike Spano.
