A woman accused of abusing a dog and leaving it tied to a Westchester animal hospital has been arrested.
Jean Regan was arrested Tuesday after police tracked her down for allegedly dumping her severely neglected dog off at the Valhalla Animal Hospital last month. The drop-off was captured on surveillance video.
Officials say the matting on the dog's hair was so severe that the schnauzer couldn't see and couldn't hear. Roxy's paws were swollen and raw, and police say it looked like someone zapped her with an anti-bark collar so many times that it burned through a layer of skin on her neck.
Police say that a News 12 viewer recognized the 58-year-old suspect from the surveillance video.
Regan was charged with animal cruelty.
