An inspection at a home in Spring Valley uncovered dozens of violations and thousands of dollars in fines after police responded to a call about a child’s death on Jan. 22.
The Rockland County Office of Building and Codes said they issued 51 violations and about $42,000 in fines to Joel Friedman, the property owner of 18 White St. The inspection followed a request from Spring Valley police, who received a 911 call about a child’s death at the home. The reason for the child’s death is under investigation.
Police noticed a converted garage, and OBC said they later found violations that included changes made without permits, electrical hazards, missing or not working smoke and carbon monoxide detectors, combustible materials, blocked exits and unlawful changes to the building’s use and occupancy.
Inspectors say the second floor, garage and basement were converted for residential use against the property’s certificate of occupancy.
Spring Valley Mayor Schenley Vital said police informed him that an infant was in distress at the home. He says they are investigating the death and allegations that an illegal daycare was operating there.
