New questions have been raised about boater safety in light of another fatal accident near the construction site of the Tappan Zee Bridge.
This is the second tragic accident at the site in three years.
Officials enacted measures to increase boater safety in 2013 after a woman and her fiance's best man were killed when their boat slammed into a barge late at night. They included increased patrols and more lighting at the site.
The question is what to do now after a tugboat crashed Saturday into a stationary barge, killing at least two people. A third man remains missing and is presumed dead.
With boating season just around the corner, the issue could be at the top of the agenda for local leaders as they try to keep boaters out of harm's way.
