Elsa floods parkways, causes thousands of power outages across the Hudson Valley

Tropical Storm Elsa dumped torrential rain on the Hudson Valley this morning, causing numerous parkway closures and knocking out power to thousands of homes.
Sections of the Hutchinson River Parkways are still closed, but all other parkways are reopened.
Almost the entire section of Bronx River Parkway was closed in both directions earlier from Westchester County Center to the Sprain Brook split.
The northbound Hutch was also closed from Lincoln Avenue until I-95 at one point.
