Infection and hospital rates have dropped dramatically from their post-holiday highs. As those numbers go down, so do restrictions. Gov. Andrew Cuomo opened up coliseums and arenas to spectators again, though with just 10% capacity to start. "High-risk" high school sports and even club sports are getting underway as well, but in that case it's up to the local health department to decide the rules.
