President Barack Obama has hit a new low for leadership, according to a recent poll. 
In the ABC News/Washington Post survey, 52 percent of Americans view Obama's presidency more as a failure when it comes to foreign affairs, while 38 percent approve of his response to terror groups overseas. 
About half of those polled say that Obama is being too cautious in dealing with ISIS militants and 65 percent want to extend U.S. air strikes to Syria. 
The findings come just a day before the president is set to announce a U.S. strategy for dealing with ISIS.
