Officials went undercover to a spa in Haverstraw following reports of prosititution and unlicensed massages.
Police say they arrested Lan Xu for allegedly trying to solicit sexual acts with an undercover detective.
She was also giving massages without a license, which is illegal in New York.
Officials say the business will be shut down.
