Police: Michelle Rice, Harold Payne arrested after dispute over car in New Rochelle

Officials say a dispute over a borrowed car between two friends became physical and landed both of them in handcuffs. The fight broke out just after 4 p.m. Thursday on Circuit Road in New Rochelle.
