Police say Anthony Bartoszewicz was seen doing donuts at a busy intersection in Suffolk County.
He fled the scene on foot after the vehicle stalled at around 1:40 a.m.
Brookhaven Town Supervisor Dan Panico says he is working with state Sen. Anthony Palumbo on legislation to increase penalties for drift racing.
