Police: Liberty sex offender failed to register address; held without bail

A 51-year-old Liberty man was arrested as police said he failed to meet the requirements of New York’s Sex Offender Registration Act.
According to the law, all individuals designated as a Level 3 sex offender are required to appear at a police station to register and verify their address every 90 days.
Ralph Champlain was taken to Sullivan County Jail and is being held without bail.
“My department will continue to enforce a zero-tolerance policy with regard to sex offender’s legal obligation to register and verify their address and internet accounts,” said Chief of Police Steven D’Agata, in part of a written statement.
