Police in Greenburgh are cracking down on massage parlors that employ unlicensed therapists. Charming Spa on South Central Avenue is one of a half-dozen parlors that have been put out of business.

Police in Greenburgh are cracking down on massage parlors that employ unlicensed therapists.
Charming Spa on South Central Avenue is one of a half-dozen parlors that have been put out of business.
Dana Wagner works below Green Luck, another spa that was shut down, and says she always thought something shady was occurring upstairs. A large number of men would go in and out of the spa every day, she says.
Police began probing the parlors after receiving complaints from neighbors about unusual activity. The officers discovered that the workers were unlicensed, leading to temporary closures.
A total of 11 women were arrested as part of the investigation. Police say they are all from New York City, and are out on bail.
Greenburgh town leaders are now working to create new rules that would require special permits for massage parlors.
