Clarkstown supervisor: Suicidal suspect leads police on pursuit in Rockland County

Clarkstown Town Supervisor George Hoehmann says Haverstraw police were led on a pursuit by a suicidal person who was holding a rifle to his head during the overnight hours of Friday into Saturday.
The pursuit went for over an hour and a half in and out of Clarkstown.
Haverstraw police say they initially responded to reports at around 11 p.m. Saturday of a domestic incident involving a firearm.
Before police arrived at the scene, the suspect, later identified as 41-year-old Marcos Seda, fled his residence in a vehicle while armed.
According to Haverstraw police, units located Seda's vehicle traveling on Route 9W in Haverstraw and attempted a traffic stop.
Authorities say Seda did not comply and fled the scene.
Seda then led officers on "a high-speed pursuit that extended across multiple jurisdictions throughout Rockland County," according to Haverstraw police.
In an update, Hoehmann said the suspect was suicidal and had a rifle to his head during the pursuit.
Hoehmann says the pursuit eventually ended at around 1:30 a.m. at Old Route 304 and Zukor Road in Clarkstown after the suspect's vehicle rammed into a Haverstraw police vehicle.
Hoehmann added that negotiations were then made, the suspect surrendered and was taken into custody at around 5:45 a.m.
Seda was charged with seven total offenses that include first-degree unlawful imprisonment, third-degree assault, second-degree menacing, second-degree assault, first-degree reckless endangerment, third-degree criminal possession of a weapon, and third-degree unlawful fleeing a police officer in a motor vehicle.
According to Haverstraw police, Seda was arraigned on Sunday before the Village of West Haverstraw Justice Court where bail was set at $100,000 cash or a $200,000 bond.
Seda was remanded to the custody of the Rockland County Correctional Facility.
