Peekskill police say 35-year-old Ricky Brickhouse was fatally shot on the 100 block of Spring Street in the city. He died three hours later.
Police said the suspect vehicle was reported traveling south on the Sprain Brook Parkway within minutes.
It stopped without incident on the parkway in Greenburgh.
Police charged 19-year-old Arnold Fernandez, of Peekskill, with second-degree murder.
Errick Lowe, 26, of Cortlandt Manor, and 20-year-old Omar Williams, of Peekskill, were charged with criminal possession of a weapon.
