Police say the driver, Jerry Blanc, had a blood-alcohol level twice the legal limit. They say he was also driving with a suspended license when he was stopped on Liberty Parkway.

Blanc was also allegedly drinking alcohol in the car.

Police also arrested Jeyvl Porcenat after he approached the officer during the traffic stop, began to act hostile and then resisted arrest.
