Peekskill police search for 'heartless being' who owns lost dog

They posted photos of the dog on Facebook although they have no intention of returning the dog to its owner. They say they are only interested in "locating this heartless being."
According to the post, the dog was turned over to police by a good Samaritan who found her running loose on the 700 block of Kossuth Place with no tags.
Police are asking anyone with information to contact them at 914-737-8000.
