The candidate running on the Independence Party line for mayor in New Rochelle kicked off his fundraising campaign.
It took place at Dudley's, where James O'Toole also bartends. He is running against Mayor Noam Bramson, a Democrat who won re-election in 2011.
O'Toole says it's time for change, including more retail in the city in an effort to get more sales tax dollars back into the city budget.
Mayor Bramson says he's already pursuing the most retail development in the city, with plans to continue overcoming tough challenges.
Bramson has served as mayor since 2006. This is O'Toole's first run for mayor.
