Orange County District Attorney Dave Hoovler is calling on state lawmakers to designate millions of dollars in opioid settlement funds to create more rehab and recovery housing.
Hoovler says 70% of people entering the criminal justice system in Orange are suffering from substance abuse or a mental health need. He says law enforcement needs more supportive services like recovery housing to get people help.

"We need to start fixing individuals. Finding a way to get them the services they need to fix them, so we never have to deal with them again in the criminal justice system," said Hoovler.

New York state sued opioid makers for $1.6 billion. Those funds will be distributed to counties statewide to offset opioid-related costs.
