Officials say Rockland residents are using less water after a water emergency was declared earlier this month.

"The mandatory restrictions, the recommendations seem to be working, people are conserving water more than they were earlier this month,” said Rockland Health Department’s Sam Rulli.

Rulli, who oversees the environmental side of the health department, told News 12 they are investigating complaints but haven't issued anyone a violation yet.

"We will be looking into second rounds of complaints and maybe some repeat violators and that's when we'll begin issuing penalties,” he added.

Veolia – which provides water throughout the county – says they’ve seen a drop in demand, so the restrictions are working.

"This is a critical time,” said Veolia’s Bill Madden. “With no more rain coming for another two weeks, it’s really uncertain how long this will last."
