A man authorities describe as a two-time felon was arrested twice on Sunday by two different Hudson Valley police departments.

City of Newburgh officials say Herb Owens, 38, was arrested on a warrant related to several charges, including robbery, for forcibly stealing from a taxi cab driver July 20.

Owens was located by Beacon police after he allegedly attempted to break into a caller’s apartment in Tompkins Terrace, at approximately 2 a.m. Sunday morning.

The City of Newburgh man was arrested in Beacon, processed and turned over to city police in Newburgh.

According to the Orange County District Attorney's Office, Owens was originally arraigned on a robbery charge, but the charge was reduced and is not bail eligible.
