Israel Roman, a Mount Vernon resident, has reached an out-of-court settlement with the city and police department over allegations of civil rights violations.

Roman claimed he was falsely arrested, illegally strip-searched, and maliciously prosecuted in 2019. The charges were later dismissed.

The settlement did not acknowledge any wrongdoing by the city. Roman's attorney confirmed it was a monetary agreement but declined to disclose the amount.

The city has not provided further comment despite requests.
