Middletown Police says that a man part of a drug case was released without bail Jan. 10.
The Middletown Police Chief says it's an "insult" that a man suspected of injuring an officer and resisting arrest for a second time was released in court.
Officers say they pulled over Alejandro Garcia before he sped off and drove over an officer's foot.
The judge says there are "legal limitations" to what he can do.
Garcia is due back in court at a later date.
