Local hero honored: Hector L. Soto Memorial Highway sign unveiled in Town of Haverstraw

The Hector L. Soto Memorial Highway sign was unveiled in the Town of Haverstraw Wednesday.

At the corner of Route 202 and Rosman Road sits a sign that reads, ‘Highway Dedicated to Hector L. Soto.’

Soto spent much of his life serving the Rockland County community. He was a U.S. Air Force veteran, served 36 years with the Town of Haverstraw Police Department and was a town councilman.

Soto passed away in 2023 and the age of 76.

State Sen. Bill Weber and Assemblyman Patrick Carroll sponsored legislation to make this highway renaming change. Gov. Kathy Hochul signed it into law in September 2025.

News 12 spoke with family members of Soto’s, who still live in town.

“My dad was a very kind person, very well loved,” said Jasmine Bulusan, his oldest daughter.

State and local officials, as well as former colleagues of Soto, also stopped by the dedication to pay their respects.

“Honoring him with this dedication on Route 202 is something that I think will really let people know who he was for generations to come,” said Sen. Weber.
