A homeless man says two White Plains shelters won’t let him in unless he gives up his two service dogs.

Jeff Miller says Open Arms told him he could come into the shelter if he tied up his dogs outside. He says another homeless shelter, The Sharing Community, also denied him entrance for the same reason. Miller says he has documents showing Kiwi and Biscuit are certified service dogs in Yonkers.

“They have the same status as Seeing Eye dogs. They are allowed in restaurants, they are allowed all over, on buses, and yet they won’t allow me into the shelter,” he says.

News 12 reached out to both shelters. Open Arms did not return calls, and The Sharing Community said it had no comment.

Miller says he hopes the Department of Social Services and the people in charge of the shelters will realize that not all dogs should be turned away.  He says they are not doing their jobs and not protecting homeless people.

The Westchester Department of Social Services says it is looking into Miller's case.
