Law enforcement surrounded a spa in the 200 block of North Avenue where an "unlawful structure notice" was placed on the front door.
It was not immediately clear as of Thursday night what sparked that violation from the city.
News 12 reached out to Homeland Security officials. They could not release any details but confirmed that it is an active investigation.
