Wayne Hicks directed the attacks, including three years ago when he used his brother to lure a person he believed took part in a robbery to a new city residence. Hicks then directed his assailants over video chat to violently attack the victim and steal his belongings several others who carried out the attack were convicted and sentenced.
An investigation is underway into what caused the basement of a three-story multi family home in Dover to collapse. Fire officials responded to the home on Wednesday night, and when they arrived they found significant structural damage. Responders did a thorough search and found there were no victims.
