(AP) -- Sen. Kirsten Gillibrand says every eligible voter in the United States should be able to register to vote online.
She was joined by good government groups on Sunday as she announced legislation that would require all 50 states to let voters register online.
Gillibrand says 25 states don't have an online registration system. Twenty-one states do and four others have passed legislation that will implement it.
She says 99 million eligible voters aren't able to register online. Gillibrand says voting "is one of our most sacred rights as Americans" and it should be made easier for people to do.
The legislation would demand that states without a system to create one. States that do have an online system would expand it to bring in more eligible voters.
