A veteran appeared before the Peekskill City Council Monday night to voice concerns over the way the flag is positioned outside City Hall.
The debate grew heated as veterans on both sides of the issue shouted across the room.
The improper display of the flag is considered disrespectful to the country and to veterans, says George Ondek, a disabled Vietnam War veteran.
Other veterans dismissed Ondek's complaints, saying that the country has other, bigger issues to worry about.
At issue is an American flag flying highest in a group of three flags outside City Hall.
Ondek says the flag should be moved to a pole atop the building.
