Orange County's plea for individual assistance for residents affected by last July's destructive flooding has been denied by FEMA for the second time.
Local leaders expressed deep disappointment with the rejection, stating that it "strikes to the core" of the community's recovery efforts.
In response, county officials are turning to the U.S. Small Business Administration, seeking low-interest federal disaster loans to aid all flooding victims in their recovery efforts.
