Dutchess County man charged in fatal hit-and-run crash that killed e-bike rider

A Dutchess County man has been arraigned in connection with a fatal motor vehicle crash in the Town of Poughkeepsie.
Joseph Marcinelli, 25, faces charges including vehicular manslaughter and leaving the scene of an accident, according to the Dutchess County District Attorney's Office.
Prosecutors say Marcinelli allegedly struck Jaime Arroyo on Sept. 12 while Arroyo was riding an electric bicycle.
Authorities said Arroyo was thrown from the bicycle and died from his injuries.
Marcinelli allegedly left the scene after the crash but was later apprehended, prosecutors said.
Bail was set at $1 million cash.
