Gov. Andrew Cuomo signed a new bill into law that aims to help domestic violence survivors rebuild their independence.

One barrier that often keeps domestic violence survivors from leaving is financial security.

The Biaggi Bill, sponsored by Sen. Alessandra Biaggi, makes it easier for them to break their lease and remove themselves from a dangerous living situation.

Residents believe that the law is a long-time coming.

"I think it's absolutely absurd that we even need a bill for something like that," says Margaret Delaney, of New City. "Women should not be victimized by anyone and if they're in a situation that they have to leave, then they should be free to do so without any kind of financial burden adding to what trauma they've already experienced."

In a statement, Biaggi says, "It is imperative that we continue to eliminate barriers to seeking safety for survivors of domestic abuse and expand avenues for these New Yorkers to access permanent housing that can give them the space to rebuild their independence."

The law is effective immediately.
