A Cornwall woman is accused of neglecting at least 12 animals at a home with no heat, water or electricity.
Officials say 53-year-old Mathea Rubin allegedly kept eight dogs and four cats inside her deceased mother's dilapidated, feces-covered home on Route 32 with no heat, electricity or water.
SPCA officials say Rubin lives in New York City and would go to the house twice a week to check on the animals.
They say the animals were malnourished and possibly sick, without veterinary care for years.
For now, the pets are safe and were taken to Blooming Grove Humane Society.
Officials say Rubin had two other cats that recently died inside the house.
She is facing multiple animal endangerment charges and as much as 20 years in prison.
