Axel Flores, 21, of Waterbury, is accused of having sex with a minor in the town of Fishkill on Sunday.
The Dutchess County Sheriff's Office says he was also charged with criminal sex act. They say the incident was not random.
He is being held in the Dutchess County Jail.
