The independent Fair Campaign Practices Committee ruled Wednesday in favor of Westchester County Executive Andy Spano on three complaints against his Republican challenger, Rob Astorino.
Before the Fair Campaign Practices Committee report was released, Astorino denied that he was waging a negative campaign, although one of his TV ads blamed Spano for Westchester's high taxes.
"His whole campaign has been about putting out misleading and wrong information about the record," says Paul Bader, Spano's campaign manager.
The committee also found for Astorino on one of two complaints he filed, ruling that Spano falsely claimed that Astorino wanted to eliminate senior services.
