Westchester County Executive Rob Astorino unveiled his proposed 2016 budget Friday.
Astorino is proposing a $1.8 billion budget with no property tax increase for the sixth year in a row.
Sales tax revenue for this year is down by about $20 million to $25 million. Officials say that is due largely to falling gas prices.
The county executive's budget also calls for a number of cuts to Westchester nonprofits. The groups Legal Services of Hudson Valley, Arts Westchester and The Hudson River Museum are facing a 20 percent cut, and Cornell Cooperative is facing a 75 percent cut.
There will be a series of public hearings before the Legislature votes on Dec. 14.
A final budget must be in place by Dec. 27 in order to take effect by the new year.
