Nearly two dozen cats that have been living in deplorable conditions were rescued in Orange County, according to authorities.

Police say Janine Rizzuto, 49, of New Windsor, is charged with 21 counts of animal cruelty for not having proper sustenance and medical care, no fresh air and filth in the house.

Authorities say 21 cats were found inside Rizzuto's condemned Elm Street home, which lacked electricity and running water. They say the animals were living in their own feces, without proper food, water or medical care for at least a year. Authorities say some of the animals are so flea-infested and parasite-ridden that they have lost their fur.

Officials removed the cats from the home last Friday. The animals are now being taken care of at Pets Alive in Middletown and the Humane Society in Walden. Rescuers say the cats should be well enough to be adopted in a few weeks.
