Somerset man accused of targeting teens for 'upskirting' videos days after prison release

A Somerset County man was arraigned Wednesday on charges of attempted production and possession of child sexual abuse material.

David Chapinski, 45, of Somerset, was charged in a three-count indictment with attempted production of child sexual abuse material and possession of child sexual abuse material. Chapinski was arraigned before U.S. District Judge Zahid N. Quraishi in Trenton federal court.

On Aug. 31, 2025, Chapinski was released from custody after completing multiple state sentences for child exploitation offenses, including creating “upskirting” images of minors and possession of child sexual abuse material, according to prosecutors.

Within days of his release, on Sept. 2, prosecutors said Chapinski attempted to film or photograph up the skirt of a 13-year-old. Less than two weeks later, on Sept. 13, he surreptitiously recorded up the skirt of a 17-year-old when a bystander detained him, prosecutors said.

Law enforcement executed a search warrant on Chapinski’s phone and found hundreds of images depicting the sexual abuse of minors, prosecutors said.

If convicted, and because Chapinski has been previously convicted of certain qualifying offenses, he faces a mandatory minimum of 35 years in prison and a maximum of life imprisonment on the attempted production counts, prosecutors said.
