Body identified of the woman found at Elmsford motel, suspect arrested

The woman was discovered Sunday afternoon in a room at the Days Inn on Valley Avenue and pronounced dead about 10 minutes later.

An arrest was made in connection to a woman's body found in an Elmsford motel over the weekend.

Elmsford police have identified the victim as 32-year-old Rose Philippe. Police say her body was discovered Sunday afternoon in a room at the Days Inn on Valley Avenue and pronounced dead 10 minutes later.

The suspect has been identified as 32-year-old Justin Bartley. According to police, video surveillance showed Bartley fleeing the scene with a young child shortly before police arrived on scene.

Bartley and the child were found in the Bronx at approximately 6:15 p.m. Police say they both were safely brought back to Elmsford Police Headquarters without incident.

Bartley was arraigned Tuesday morning and is charged with second-degree murder. He was remanded to the Westchester County Department of Corrections.
