Eleven dogs living in crates inside a filthy van in Cortlandt Manor are now in the care of the SPCA in Westchester.
SPCA Director of Humane Law Enforcement Ernie Lungaro tells News 12 the dogs were found inside a parked van outside 33 Maple Row after receiving a tip from a neighbor.
The dogs were allegedly found covered in feces and urine with no signs of water available.
Lungaro says the owner claims he recently purchased the dogs from Pennsylvania and surrendered them to rescuers.
No charges have been filed at this time, but the case is under investigation.
