One of the latest child sex abuse lawsuits under the Child Victims Act has been brought against Westchester County and New York state.
Melanie Gabari, now 43, alleges she was sexually abused by her Peekskill foster mother, Carol Munson, and foster brother, Jeffrey Munson, in the late 1980s. Gabari says she ran away at age 14 and reported the abuse to the Westchester Department of Social Services, which attempted to return her to the home, according to court documents.
The 18-page lawsuit alleges that the Munsons abused Gabari from age 11 through 14. Neighbors tell News 12 that the Munsons still live in the house and describe the family as quiet.
Westchester County says it cannot comment on pending litigation, but outlines the current process for placing children in foster homes. That process includes mandatory reporting of suspected abuse and prompt removal of children from homes when there are safety concerns.
The Munsons, Gabari and her attorney have not returned calls for comment.
