Westchester communities join forces to combat flooding

Officials in Eastchester, New Rochelle and Scarsdale are working to help fix ongoing flood issues.
The municipalities are going to take part in the Hutchinson River Flood Mitigation Project. Officials say properties, local streets and the Hutchinson River Parkway continually get flooded. 
Hillodario Mendes, who lives in New Rochelle, says his Primrose Road home is next to the Hutchinson River and floods when there are heavy rains.
"I've been here since 1993 and I didn't know about it when I bought the house," says Mendes.
Stephen Pappalardo, the manager for the Village of Scarsdale, says together officials will hire an engineer to figure out what it will take to help the homeowners in the flood zones.
Grants and public funds will help make the project possible. New Rochelle will foot a larger part of the bill because it has the most homes in the flood areas.
Residents say they hope the project becomes a reality.
